Im currently using notability for school but it doesn't allow for ppt to be annotated. Any ideas on either free conversion software or a different note app? I do not have access to a regular computer.

Current versions of Microsoft Office let you save or send a ppt as a PDF. I routinely email ppt's to myself as PDFs then open them in Notability or GoodReader for annotation

There is an app called Start(web to pdf + browser) that allows you to convert microsoft office files into a pdf as well as webpages, from there you can export the pdf to any annotation app. I got it for free a while ago it works really well.
