I would like to find an older copy of NotePad but cannot find an entrance in Time Machine.
 
And I'm afraid you won't, "NotePad" is a Microsoft Windows application and to my knowledge has never been available in Apple OS X.
TextEdit, a similar application is Apple's equivalent and included in OS X.
