Notes don't sync with iOS 9

I'm on 10.9.5 and my iCloud notes have stopped syncing completely with my iPhone and iPad, both on iOS 9.0. I'm guessing other iCloud functions like Contacts will no longer sync as well.

Is anyone else experiencing this?

The Notes app has changed in iOS 9/OS X 10.11 and won't sync with earlier versions. Other apps like Contacts should still sync just fine.
