I am trying to understand if it is correct to say that the NOTES app in Mountain Lion has no backups when the account in use is iCloud.

This APP has no export, archive, or other such feature.
The account being iCloud, there is no local copy of the notes.

Is there a backup for Notes ?

Yes, it is useful and I may use it.

But I also have to unfortunately 🙁 conclude that Apple has failed to provide a user-friendly manner to make backups of Notes.

And to be honest, I do not think that iCloud will leave these items in if I put these "technical" files back using TimeMachine. Most probably, it'll just remove them...

This means that Notes based on iCloud accounts are only relying on Apple datacenters and in truth, users do not have a means to do a backup.

Quite unneving actually
 
Bottom line is Notes seemed to be left out of the iCloud backup.
Knowing is half the battle 🙂
It's a small file to back up manually if needed.
 
maybe i'm missing something, but aren't the notes sync'd between icloud and your devices? i have the same notes on my mac, my phone, and the cloud...

if you're on mountain lion, the notes should sync with your mac.

Not exactly - be careful !

Accidentally delete a Note on any device, and seconds later it will disappear on ALL devices.

The question then is ... how to get it back !
