I'm on 13.2.1 and I noticed my recent notes were on my Mac but not on my iPhone (iOS 16.4 beta 4).

I figured I would turn off and back on the notes syncing on my Mac to get it working, but when it came back on it had lost all notes that were recently created on my Mac. Notes that were created on my iPhone did re-appear. So it seems like the Mac is not syncing its changes to iCloud, but my phone is.

I thought maybe the beta on my iPhone was an issue but the notes are syncing in that direction. iPhone -> iCloud -> Mac works, but Mac-> iCloud -> iPhone does not, and it seems like the problem is Mac->iCloud since it did not restore my notes from the cloud when I toggled the syncing.

Any help or tips would be appreciated but curious if anyone else is seeing issues.

I am also having the same issues. I noticed it appeared to happen more when the "notes" not getting synced were in subfolders. I had to cut and paste my notes to text editor, delete those notes, delete the sub folder, create a new sub-folder with a slightly different name, and then create a new note by cutting & pasting the info back to it. That finally fixed it for me. So now when I have very important notes that i like to keep long term, I copy and paste them into a google document on my google drive as a backup, just in case.
 
What? this is terrible. I live and die for the Notes app, in several devices (iPads, iPhone and Macs)...
