Notification and Control Center NOT Transparent

I'm running beta 5 in an AT&T iPhone 5.

My notification and control centers are no longer transparent. Notification is all non-transparent black and control is solid grey.

Pardon my ignorance, but is this a setting that needs changed? I tried restoring from an iCloud backup. That didn't work.

Disable "increase contrast" from Settings.
