Notification banners not disappearing?

I am experiencing notification banners that do not disappear automatically after a few seconds like they're supposed to. I have to manually dismiss them. It fixes it temporarily if I reboot but returns after a few days.

Please tell me this is a known bug that was fixed with one of the updates.

This was an issue when 8 was released. It was fixed with 8.1.

From my personal experience, it only happens to some apps that's not updated to iOS8, ie. Whatsapp 😡
