Notification Banners

Since upgrading to 11.0 and then 11.1 I do not get notification banners for any app. They are 100% turned on in system preferences, I've tried disabling and re-enabling them but to no avail. When I click on the time to open notifications they are there, but I just don't get the banner.

Any suggestions?
