Yes, it would be the same way you would get any other package from cydia...download and install.

What i think you are trying to ask (though your grammar lets you down) is whether such a hack exists and is available through cydia... I'm afraid i don't know

Thanks for the information. I was wondering if there was any theme on cydia which mimiks the notification bar on android. I was looking for one which you could pull down like the android one.

Kennytm, the developer of GriP is supposedly working on iNotifyEx, which would bring Android-style notifications to iPhone. Google it, and you'll find some info.
