Notification Center not pulling down...

I have to lock my phone in order to make the notification center pull down. After using the phone for a couple minutes, I'm unable to pull down the notification center. Any idea which tweak can be causing this?

Kind of a bunch. Wanted to see if this is happening to anyone else & if they pinpointed it.

So this is still happening to me & its driving me crazy. I have to lock my phone & re-unlock it to get notification center to drop down again

Which iPhone do you have? What version of iOS are you running? Is your phone jailbroken?
