Notification Center

I apologize if this is a stupid question but how can i get my notification center to appear like this image

I am running preview 4 build 12A256 on a mid 2010 Macbook pro and i receive notifications in the banner and alert forms but i can not for the life of me get the notification center to appear like this when i click on the notification center icon in the menu bar nothing happens. I also can not seem to get the right to left swipe to work.

To display that, swipe down when notification center is active.

Also, try swiping from slightly off the trackpad to the right to the left.
