I got a notification just now to both my iPhone and my desktop to change my apple ID password.... Does apple send these out or is someone trying to hack my account?

There have been times when Apple has done it to groups of people even: https://www.macrumors.com/2018/11/13/locked-out-apple-ids/

In other cases it could be related to something else, like what's described at https://forums.macrumors.com/threads/lots-of-apple-id-password-reset-notices.2169372/ for example.

Out of nowhere, got an iOS notification to re-enter my Apple ID password in settings today. For some reason that wouldn't work right and would end up telling me that verification timed out. Ultimately had to reset my Apple ID password and re-sign-in with that one, which ended up working. Kind of odd.

Same happened to me about a week ago, but it wasn't just a notification, the phone suddenly crashed & re-booted and locked me out with an "Activation Required" black screen. The whole process took about 6 reboots and there was a time my passcode didn't even work. I was completely locked out of my phone. Somehow it eventually took the Apple ID info and I got it.
That's total BS. My phone isn't jail broken either.

With a flip of a switch at apple headquarters, they could instantly brick over 1 billion devices.

Same here. For my work’s exchange account.
 
i ended up just ignoring it and my phone seems to be ok. Fingers crossed!!
