Nope the lights are a separate app: MacLampsX 2.0

Good application, I've got iCal setup to launch it on the day after Thanksgiving (when I really start prepping for Christmas). If you go take a look at the bulb library, all three of the extra bulbs you can download are mine, though I need to update them (no time to do so right now though).

Well, right click then unlock your taskbar. Then you just drag it over to one of the sides.
