You used to have to be an Att customer or a previous customer but not now. I have a couple iphones I am selling and I went to check out the unlock request page and they have changed it and allow anyone to request an unlock on any Att phone. Go here if you have a phone you want to have unlocked, it said for me to allow 2 business days for the request

Is there a similar site for Tmobile? I have to unlock a warranty replacement Note 4 that I use on ATT. Tmobile usually makes you wait 40 days of active service before they will do it, and I don't have Tmobile service so usually end up paying the $30 somewhere online.

Not sure but wouldnt be surprised, I think this has something to do with the new cell phone unlocking laws

Bleh, Tmobile's website still says has to be active for 40 days. Anyone know if the new unlocking laws changed that?

It doesn't appear they have a website for unlock requests: https://support.t-mobile.com/docs/DOC-1588
