This is no biggie unless you live in a country with ******** than **** network.

There is no reason why FaceTime couldn't be operational over 3G in most of Europe.

Keep in mind, Europe got iPhone MMS and tethering much earlier than people in the US using AT&T. With that trend, it'll be the same with Europeans getting official 3G facetime earlier than Americans.

I think I remember Jobs saying that sometime "next year" there will be Facetime over 3G, but I don't remember when he actually said that.

Yea enabling FaceTime over 3G is the only reason I want to be able to jailbreak my 4S. I can understand why they don't enable it by default, since the average call quality would be below Apple's standards.
 
After using FaceTime over 3G I know why apple kept it wifi only. Where I live I get poor reception, and I tried FaceTime over 3G. It was super laggy and even had about a 45 second delay between the 2 iPhones.

Now when I'm in an area with good 3G everything is fine. I guess apple wanted to keep the experience good.

Exactly. It's all about user experience. If there's a blip in someone's user experience there'll be a massively long thread on it in here. Instead we discuss what we'd like to see and yet reflect on how what Apple have given us works awesomely well for the most part.
