One of the larger complaints I had when I first received my Apple watch was that I only received notifications on the Watch when my iPhone was locked and not on both devices. Likewise, when using the phone, the Watch would not show notifications. My preference was to have notifications on both my iPhone and my Watch regardless of the locked state of the iPhone.

I'm not sure why, but for the last several days, I am now receiving text message notifications on both the Watch and iPhone when the phone is locked. Likewise, even if using the phone and a text comes through, the watch still responds.

In both cases, the Watch notification comes about 8-10 seconds after the phone provides the alert.

I don't see an App update and there has been no iOS update for the phone or watch since I have been using it... Thus, I am not sure why the change, unless I was misunderstanding the functionality all along.

Have others noticed this?
 
I had this problem on Tuesday, I searched and tried every possible solution to the problem and nothing would fix it. Eventually I unpaired my watch and re-paired it and that fixed the problem. Just out of curiosity, did your iPhone's battery run out before this problem began?
 
Personally, I don't consider it a problem. I'm actually glad it is operating that way. To answer your question, my phone never ran out of battery. I did shut the phone off at one point and turned it back on later. However, I don't recall if the functionality started directly after that or not.

If you want to restore the old settings and stop the notifications on your iPhone when wearing the watch then turn off notifications on your watch and then turn it back on.

You should go back to normal behaviour after that. It happened to me and this fixed worked (for me an a few others with this problem).

I found that this problem occurred when my watch lost contact with my iPhone (I left my iPhone at home one day).

You were actually receiving your notifications correctly at the beginning. Your watch is always supposed to get the notification if it's unlocked and on your wrist. (Your phone will get the messages, but will not alert you.) While using your phone, it is supposed to get your notifications, and your watch should not alert you.
