number I want to upgrade or primary number?

In apple.com my family plan has 2 iPhones, both are upgrade eligible. I only want to upgrade 1 of them.
Should I be entering the number I want to upgrade or the primary number of my account?

I would go with the number you want to upgrade unless it specifically asks for the primary number anywhere.
