Numbers cell border formatting disappears constantly

In Numbers 3.1 (and 3.0), the cell border formatting that I set explicitly is constantly disappearing when I modify the content of the cells. See the attached. I used Numbers 2 extensively and did not have this problem. Is this a bug? Assuming it is, does Apple know about it? Do they plan to resolve it? Is everyone else having it too? It's unbelievably frustrating.
