I have an 8 Core Mac Pro and I am running Vista Business 64bit. I have an extended keyboard, the one that came with the computer, and non of the number keys on the right hand side worke?

IIRC the Clear key is mapped to Num Lock in Windows. Try pressing it once and see if the numbers work.
You have this one, right? Your profile doesn't state your location, but I would assume that keyboards for other regions would have similar layouts.
Anyway, the Clear key is right above the number 7 on the US version:
