No because same behavior on the X as on the 14 PM.Given that there aren't a lot of reports of this problem it points to a problem on your phone.
It’s 13.1. It’s located on iCloud. It’s hard to explain per text only but easily reproducible. Not a show stopper but gives a bad user experience.Which version of Numbers? Which version of iPadOS 16? If not done so, please update to iOS 16.5.1 and Numbers 13.1.
Some more information might additionally help: does this happen in a specific document? What happens when you open one of the Apple templates like “Monthly budget” - can you copy/paste? Can you copy and paste cells from Numbers into a Pages document? Is the Numbers-document located on your phone or in iCloud? Are you using Continuity/Handoff between your devices? What did you try/check so far?
Actually it is NOT reproducible. Not on my 14 on 17b or several SE on iOS 16.5.1 I have access to. This is the reason why I commented. Why it is hard to explain? Can you share a file?
