So I am quite confused on this numbersync stuff. My girlfriend and I are on different AT&T accounts and I want to purchase a series 3 with cellular as a gift for her. Is there anyway to have the $10 monthly fee billed on my account but the watch numbersync to her number which is on another account?
 
Short answer is No.

Longer answer: The wearable plan for the Apple watch must be on the same billing account as the paired iPhone and it also must be a post-paid account.

Please note that you don't pay for the wearable plan until the watch is actually setup as the preferred method is use the Watch app on the paired iPhone to complete the registration and activation of the watch. She would still have to pay the monthly fee of $10 + Taxes and State and Local fees.
