Excuse my denseness, but it appears to me the article does not say anything about why they are switching. Was there issues with the phones? software? Did Apple offer a better deal? I am confused as to why they are switching.

Likely, at least in part, due to lack of availability with the handsets. If we had stayed with Windows Phone, we would now be in a situation where our carrier (Vodafone) can't provide us with with any Windows Phone devices. They don't sell a single Windows Phone device now.
