Oblivion - Can opening the terminal decrease performance?

So I just got Oblivion GOTY on steam and started playing on my 15" 330m. Was playing perfectly fine on high settings until I opened the console and entered the change race command to edit my characters appearance. Ever since I haven't even been able to run on medium settings without stuttering. Whats the deal? 🙁

40-60 but my character is constantly stuttering while running.
