Observation about July 2nd batch

My dad just got an iPhone 4, while I had one since launch. I noticed that the metal band has a different texture compared to my phones. The launch phone feels much smoother.

While I was able to get the signal to drop, I couldn't actually get it to go down to new service on the new phone. Is it possible that Apple quietly added a coating of some sort?
