Odd notifications

Not probably from a website. Most likely some malware you've installed via iffy download dmg/installer/etc. "ask you" is a tip off, and seems like at least one other person has this problem. And per their screen shot, installed on their Mac.

Even though you are running MalwareBytes, might have snuck through: kick off a full scan to see if catches it.

I see it in my notifications it's the first one in the list. I'm not sure how I got it but I'll do some more researching on it and how to get rid of it.

Your thread title is wrong. This is not "spam" (a mostly harmless annoyance), it is "malware" (designed to harm your computer or to harvest your private information). I hope you did not click on any of those requests.
Yes, try Malwarebytes, but you should be considering a complete erase and reinstall of macOS.
Edit: Going to Safari > Settings/Preferences > Websites > Notifications may show you what is causing the popups and can be disabled right there. Unless you have good reasons, deny all Safari web site notifications.

Update: I looked in safari settings. I checked notifications and I started deleting websites that I allowed to receive notifications from. After I was done I looked to see if "Ask you" was still there and it was remove from the notifications list.
I ran Malwarebytes a few times and it did not detect anything so I'm thinking this was just a notification to direct me to a website to download a malicious app onto my Mac.
