I say option B. Isn't it for your dad who is mostly going to use it while traveling? The 11 inch is a perfect size for that as it is what i use when i travel.
Hard drive space isn't an issue as you have said thus the 11 inch would be great for your dad especially when he travels often which you want to carry as little as possible and minimize carry-on weight.

Neither here too.
I'm not a fan of the 11", and the 13" is old technology.
If I HAD to choose between one, I would buy the 11".

Well, while I agree that having 4GB RAM would be better of course, I did find and pick up an open box 11" 2011 MBA for $100 off (so $849.99). I think that's a fair price for it. Looks just like brand new and came with everything. I'll see how it is...if anything, I have 45 days to return it.
