When will Apple release their band adapter for 18-22mm straps?

Such a product doesn't exist now and likely never will.

Adapters for standard straps are going to be prime 3rd party opportunities. Some kick starter campaigns exist but I'm yet to see actual manufacturers releasing anything.

Are you meaning the lug that connects the leather strap to the watch housing? If so, I doubt it.

Why not?

Apple Watch User Guide suggests authorized, third-party band program

The classic buckle strap can be taken apart, and the leather band replaced. There are two screws holding the metal bar to the attachment mechanism on each piece of the strap. It shouldn't be difficult to do. I would do it, but I like the classic buckle strap as it is.
