Offloaded apps - the same or its newest version re-downloaded?

I was wondering if the offloaded apps I re-download will be the same version I uploaded it as or the app's newest version?

In many instances if I re-download an app that was offloaded and then go check for app updates there would be an update there (perhaps even one from some weeks ago) for that app -- that seems to tell me that the version that gets loaded is the one that got offloaded.
