I recently increased my iCloud storage space so everything is backed up. Since I'm doing this do I really need to have a backup on iTunes? Should I delete the older iTunes backup?

Yes you could just remember local backups can be handy if say you wanted to look back at a deleted text message.

I wouldn't. I think having there is a nice safety net, just in case there's an issue trying to restore from the iCloud.

I agree with Mike. I won't keep multiple iTunes backups, but I back up periodically to iTunes in addition to my iCloud backup and remove the previous backup when I do.
