my now retired iPhone 4 is still showing up in my iCloud tabs on my other devices. How would I go about removing it? I have already signed out of iCloud on the old phone through settings. Are there further steps I need to take?

I have the same problem. I got my new iPhone 5 and wiped the 4 and set up as new for my wife.

Unfortunately my iCloud tabs from the old iPhone are still there. As far as I can see there is no way to reset the tabs in the cloud just like there was no way to reset the photos in the cloud when it first launched.

Apple did you not learn from that experience?

I can tell you the tabs and the section for the old phone in iCloud tabs will disappear in 7 days from last you opened safari.
