If I download a the beta and upgrade my phone will it be better than I start from scratch in the new phone or just transfer as normal

When you get your new phone, iOS will know you are on the beta and ask if you if you want to install the beta on the phone before transferring the data. So its probably better to transfer, all other things being equal.
