I'm running El Capitan 10.11.6 because it's the latest release that runs on my old Mac Pro.

Today I installed Omniweb 5 to try it out, because Firefox and Sfari have become problematic on my old OS.

When I tried to run it for the first time, I got the error messages / prompts per the attached screencaps. Yikes! Is that safe? Legit? I've never seen anything like that before.

When no official major browser release worked on my legacy macOS, I stepped in PaleMoon. There is no official Mac release for years, but it has a vivid macOS community that do frequent binary releases. Maybe you should give it a try, besides omniweb.

EDIT: Just realized that the macOS codebase was abandoned by the PaleMoon developers in 2021, thus I can't recommend it anymore. I wish there were other good browsers for legacy macOS on Intel, like TenFourFox for PPC.

That still is updated, with older versions still available to download.
Looks interesting, but the recent iCab 6.1.5 runs on macOS 10.13+. iCab version 5.9.2 would run on the OP's Mac, but is from March 2020. The last working Firefox ESR 78.15.0 was released in October 2021. So no iCab has no real benefit, if recentness of security patches is in question. It seems, there is unfortunately no more browser for OS X 10.11 El Capitan in active development.

EDIT: Just found Arctic Fox on GitHub, but didn't test it so far.
EDIT2: This one is by the maintainer of the unofficial Pale Moon Mac build. Compared to Arctic Fox, it's based on a more modern Pale Moon fork: White Star. I guess, that will be one of the best browser choices for OS X 10.11.x El Capitan.

Arctic Fox or White Star might be a little rough around the edges, but both should be a good choice for legacy (Intel) Mac systems (PPC and ARM support of Arctic Fox is on the way), especially compared to OmniWeb 5, that was released in 2012 and didn't get any update for more than 10 years.
