Out of nowhere this has happened to be. Signed up for apple music but iCloud music library has never been on. Everything has been fine thus far, but this morning the music app is acting like all of my music is in the cloud only and not loaded onto my device, even though it is. Even if I look at my storage in settings the disk space is clearly still used however the music app doesn't show.

If I turn on the setting "show music on iPhone" aka only the stuff you have on your phone, it goes blank. All my personal playlists are gone as well. All of this without ever turning on iCloud music library. What the heck?!?!

Has this happened to anyone else?!
 
Yes. My phone is on iOS 9 Beta 2 so it has NEVER seen Apple Music and I have never turned on iCloud Library. This morning roughly 30% of my music jumped ship. As you said, the space is still used. This entire thing is getting old...
