I have been using Apple Mail for some time now, and I have all of my mail on mailboxes "On My Mac." I use this because I want/need to able to access my mail without an internet connection at any time from my question. However, I would also very much like to be able to access these mailboxes from my iPhone or other devices.

If I were to move all of my Apple Mail On My Mac mailboxes to iCloud mailboxes, would I still be able to access my mail offline whenever I wanted (and I would only need the internet to sync), or is there a better solution to my issue? Does switching from OMM to iCloud limit or lose any features? Thank you for the help.

Yes, just do ahead and switch over to iCloud for mail like you mentioned and Mail that has already been downloaded to your devices will be viewable even without an Internet connection.
