on the 2021 iPad Pro 12.9, does Apple offer AppleCare+ on a monthly basis?(like on iPhones and Macs)

for example, on my Mac Mini, I just pay monthly for the AppleCare for as long as I want coverage. (yes, I know it may end up be more expensive, but I want flexibility)

Yes, monthly Applecare+ payments are available, and you can see it if you start configuring one to buy. It's $149 or $7.99/month.

Yes it’s forever plan. Regular one time is 2 years, after that you can keep paying monthly as well

does that mean one has to purchase the 2-year plan and the renew on a monthly plan?

or can the $7.99/month plan start on the day that someone purchased the new iPad Pro?

But only AppleCare+’has lost or stolen fir them and not iPads correct?
