do the multiple layers of protection make the power and volume controls more difficult to press? in other words do you have to press down hard to get a response?

In my opinion, not at all. In fact, I feel the "bounce back" response from the rubber feels better than the bare buttons. By contrast, I also have a Speck Candy Shell and the buttons buttons lose nearly all feeling in that thing!
