One single note is not syncing to iCloud

I have one note that I've had for a couple of years and it is still syncing between iPhone and macOS but suddenly it's not syncing to iCloud. It's permanently loading...

I've gone through all the standard troubleshooting for iCloud syncing issues.

Does not work for me as well. Cannot invite friend to work on one Note. And it does not get synced across my devices... iCloud hat a problem yesterday and supposedly they fixed it... But it still does not work for me.
