You can't have it open in full screen mode, but you don't have to use the menu. You can either click the icon in the upper right corner, or you can use the keyboard shortcut.

There is a plugin that will do that for you... Once set to Full screen you can hide the tool bar and Safari will continue to run in Full screen mode. https://extensions.apple.com/details/?id=com.aaronholla.resizeme-ERV9GQZ94Y
