probably not since Flash is very resource hogging and challenging to make sites outta of. Maybe dreamweaver or flash? but they're paid..

Swish is about as open source as I can think of (and that is for text only).
If it's possible stick to HTML, CSS and Javascript. They can give you the same sort of look, yes it will take longer but has the benefits of zero cost and the fact that you gain new skills (not to mention more accessible websites).
