There's a tick box for whether or not you want OS X to open windows on restart. Is there any way to set this to empty rather than ticked as default?

I would like to change this default as well. I've explored through the Library>Preferences>Finder plist but not sure what I'm looking for. I would imagine this can be done through a terminal command as I have done in the past for other options, but unfortunately I really don't know where to look to find the option. Perhaps someone else can give some insight into searching for such options?
