I have open folders set to open in tabs instead of new windows checked in Finder Preferences, however, they still open in new windows instead of tabs. Why is this?

Very simple Command - T opens a new tab in Finder or Safari.
 
For me, that setting in Finder preferences only changes the first option you get when you right click on a folder (or touchpad equivalent).
