Opening Mail app

Random question. Just Installed big sur on my MBP. I noticed when I click the mail app in my dock it opens the app and shows the regular mail windows. On Catalina I had to click twice on the mail app. One click that wouldn’t open the windows but would show the red badge icon on the app icon and a second time to actually open the main window pane. Is this normal for big sur?
