Opening up an app shows application window in finder instead

Very annoying. When i click an app, (Safari for example), The Application folder in finder showing safari highlighted opens instead. Safari does not open. What causes this?

More details on what OS you are running and what hardware. Can you post a picture showing the issue.

I am running Yosemite on a 2013 mac pro. Basically when i click on an app, I get the application folder, But no app. Like Simplicated said, It would be the same result as if i am holding down the command key while clicking the app icon. The only problem is i'm not.

Create a new user, reboot and login to the new user. Does this still happen in the new user account?
