OP, since the iPad is going to be used by the entire family I would go with the 3 since they most likely wont be able to tell the difference from the 3 to 4. Also, you could spend the extra $100 on accessories, just like you said. If it were just me, and me alone, I'd get the iPad 4 over the iPad 3 for personal reasons.

I tested a 4 against my 3 thinking I would sell the 3 if the 4 blew me away.
It didn't.
I returned the 4 and will wait for v5 - that should be a much better step up.
Yep, I agree. I think Apple rushed the 4 out primarily to lose the 30 pin connector more than anything else...

I'd be wary of buying any 32 pin connector accessories since you'll have to repurchase them if you want to upgrade to a newer model some day. Not a big money issue, but if it's just coming down to $100, it figures into the mix.
My vote also goes with the 4, as I'm hesitant to put good money down on "older" technology.
 
I think it depends on your use pattern. For me, there wasn't anything about the 4gen that would really improve my work flow, based on how I use my 3gen iPad. Unless the additional features really make a difference to you, I would save the 100 dollars.
