I have a macbook pro with snowleopard 10.6.3, & I read there is a new update; 10.6.5, can I just download & install it over 10.6.3? or do I need to have 10.6.4 first?

can I download it to a thumb drive from a PC with internet access & transfer it to my mac? my mac does not have an internet connection right now.
 
You should be able to upgrade directly to 10.6.4

I recently restored my computer with the recovery disk and then updated it. It updated directly to 10.6.4 and then asked to restart. It then also installed the Magic Trackpad update after that.
You should be able to find 10.6.4 and the graphics update on apples download page.

Edit: 10.6.5 has not been released yet. It could take a few months before that is out for the public.
 
Wait until your Mac has internet access. Run Software Update. Voila.
10.6.5 will patch all of 10.6.3 without having to update to 10.6.4 first.
