I was thinking about buying my SE from a local LA Apple Store, and using the interest free payment plan, but realized I'll be paying almost 10% in local sales tax to do that.

Considering the low price of this phone, it may just make sense to buy it outright, even if I upgrade in a year, rather than pay an additional $50 in taxes.

Anybody know of a good mail-order source for iPhones with free shipping to avoid paying local sales tax?

From my experience, these high volume sellers are almost always legitimate if you're concerned about that.

eBay/PayPal already protects against fraud. I guess it doesn't matter with Apple Care, but I guess I can only buy that from Apple, so there's some tax to be paid no matter what.
