I've searched around the internet and have found little evidence:

i organize my photos religiously, mostly by date, and some of my folders have subfolders.

I'm very happy with the fact my iPhone carries all my photos I've ever taken on it but i don't understand why i can't have subfolders? for instance, under my "photos" app on my phone, i have subfolders (obviously) such as "camera roll" or "2004/02 Italy" or "Art" but for the latter two i have subfolders as well such as "florence" or "cezanne". why won't iOS let me have subfolders for my subfolders for my photos?

is there a way to do it and i have just yet to discover or am i up the creek without a paddle?

Nobody can provide advice because it's not a default iOS option. You could try jailbreak tweaks for that matter.
