I upgraded to OS 4, when i plugged my iPhone in it said that it was not part of the developer program. I can't figure out a way to restore it back to 3.1.3. any ideas?

search it will yield faster results search 4.0 to 3.1.3 or downgrade and your phone type.the non buggy real 4.0 is only a couple months wait! there are already quite a few people that realized 4.0 isn't ready for release. most apps don't support 4.0 yet. this is why the developers beta test it 1st also most don't use there primary devices.
