Recently I have been choosing OSes to use on my MacBook Air 2009 Core 2 Duo 2.13ghz/2GB/Nvidia GeForce 9400m . The only choices I have are Yosemite/El Capitan due to my need for Office 2016.

I've chosen El Capitan to install soon(unless Yosemite is better?). I've used El Capitan before though and it's not too impressive(not that I expect it to be, but it's really sluggish) which leads me to the question.

Are there any optimizations I can do?

I think the biggest limitation to good performance would be your hardware. 2GB of RAM is limiting. Which drive do you have? If you have the 120 Gb 4200 RPM HD then that will also be slow.

I know of no software tweaks to give better performance that will offset older hardware. :(

    Yeah I figured the 2GB would be, and it's a 120gb SSD(the Apple one)

And dang , I wish this was like Leopard PPC days

You can keep an eye on the memory pressure in Activity Monitor. As long as it is green, there is usually not a big problem memory-wise. Also make sure that your disk is not too full.
