OS X Mavericks $$$?

Do you think Apple will ask users to pay $$$ for upgrading from a previous version of OS X to OS X Mavericks? Historically Apple has always charged users for OS X upgrades, but I find this a bit strange considering that iOS upgrades are always free. Why can't OS X upgrades also be free?

If Apple puts down 50 or 60 million in development costs, they need to make their money back somehow.

Well either way I voted $$$ I don't think their going to shift to a free software upgrade model for OSX, at least not yet anyways.
